MuseIT Project: Cultural Accessibility and Participation in the EU

On the International Day of Persons with Disabilities, the MuseIT Project released a Policy Brief entitled ‘Cultural Accessibility and Participation in the EU,’ the third in a series of policy brief publications.

This brief highlights the need for a systemic, rights-based approach to cultural accessibility. Within the context of negotiations on the next Multiannual Financial Framework (MFF), it urges policymakers to move beyond fragmented, project-based initiatives and embed accessibility as a fundamental human and democratic right in cultural policies.

Drawing from national examples and research, the brief identifies key gaps in Europe: policy fragmentation, funding disconnects, and weak data infrastructure, and calls for a paradigm shift toward universal design and co-creation, emphasising that culture must be designed with people, not for them.
