Recommendations for the AI Strategy for the Cultural and Creative Sectors

The CAE Digital and AI Action Group have developed a series of 30+ recommendations to inform the upcoming Artificial Intelligence Strategy for the Cultural and Creative Sectors (CCS) of the European Commission, which was identified as a flagship action in the Culture Compass for Europe in November 2025. The Recommendations centre around four key pillars:

  • promoting a human-first, transparent approach to AI based on cultural rights;
  • safeguarding human creativity and data resilience;
  • equipping CCS and cultural and creative for the AI transition; and
  • forward-thinking and collaborative approaches to AI.

In each case, the document outlines the issues at hand for the CCS, how action would address these factors while providing European added-value, and concrete Recommendations for the AI Strategy for the CCS.

The Recommendations were co-created with members of the Action Group following initial consultations, discussions, and drafting the first 4 months of 2026 before its release on 7 May 2026. The final recommendations were presented by the Co-Chairs of the Action Group to the European Commission shortly thereafter, before a lunchtime session took place on 11 May 2026 to present the recommendations publicly.
