A roadmap for enhanced EU-UK cultural relations
European Movement UK has published a new report entitled ‘Creating Culture Together,’ which sets out a roadmap for enhancing EU-UK cultural relations in a post-Brexit world. Building on data from the cultural and creative sectors, case studies and consultation with the music and performing arts sectors, the report illustrates the impact of Brexit on artists and cultural and creative professionals and illustrates how barriers facing EU and UK cultural and creative professionals can be improved.
The report proposes a double approach: recommendations requiring negotiation with the EU, and measures the UK can take unilaterally. Its six main recommendations are:
- Rejoining Creative Europe and committing to its successor in the 2028-2034 MFF, AgoraEU
- A short-term mobility and work framework for cultural and creative professionals;
- Relaxing road transport cabotage rules so that cultural and creative professionals can move equipment easier across borders
- Reducing the cost of ATA carnets, the customs documents required to bring instruments and equipment into the EU
- Designating St Pancras International as a CITES port, to better facilitate transport with instruments made from protected materials
- Meeting the 15-day service target for A1 certificates, the documents confirming UK performers’ social security status abroad
