Digital Democracy Preference Toolkit

A Digital Democracy Preference Toolkit has been released by the INNOVADE (INNOVAtive DEmocracy through digitalisation) project, building upon the perspectives of almost 500 European citizens and governmental actors to illustrate how to advance digital citizens’ participation. INNOVADE is a Horizon Europe Research and Innovation Action (2025-2027) responding to the challenges and risks brought by digital platforms to democratic life and aiming to deliver advanced tools and frameworks that enable inclusive, transparent, and effective e-participation across Europe.

The toolkit highlights how technical availability alone does not guarantee success. Instead, digital tools must move beyond symbolic consultation towards “co-production” models that offer traceable, real-world impact on decision-making. The toolkit outlines actionable design and policy requirements to foster a public sphere that is inclusive, transparent, and resilient against information manipulation, representing a framework for innovative digital participation in this regard in which citizens’ input has a clear, tangible impact on policy.
