Call to document and monitor violations of artistic freedom in Europe

Freedom of artistic expression for artists, cultural institutions, and organisations in Europe is increasingly under pressure from political parties, as well as from anti-democratic political and social movements. These pressures threaten the very foundations of democratic cultural life and risk silencing diverse and critical voices across the continent.

Threats and violations of basic artistic and cultural rights remain largely overlooked. They are seldom addressed in mainstream political discourse and are currently only documented and monitored by a limited number of Civil Society Organisations (CSOs), many of which operate with insufficient resources and visibility. In response to these challenges, and initiated by ECSA and Freemuse, Culture Action Europe has signed a joint call urging the EU Agency for Fundamental Rights (FRA) to take action. We call on FRA to engage more systematically with the issue and to allocate the necessary resources to incorporate the documentation of violations of artistic freedom into its regular work, reports, and advocacy.
