Culture Action Europe’s German Hub unites cultural networks, artists, and policymakers to address cross-border collaboration, fair labor practices, and democratic engagement within Europe’s evolving cultural landscape. Anchored in advocacy for mobility, health, and equitable funding, the hub bridges Germany’s robust cultural infrastructure with EU-wide initiatives, ensuring artists’ voices shape policy from visa reforms to transnational solidarity.
Our Goals
The German Hub champions artists’ mobility and fair working conditions across Europe, driven by initiatives like the Touring Artists project, which simplifies visa, tax, and insurance processes for international creatives entering Germany. We aim to expand Mobility Information Points (MIPs) EU-wide, providing guidelines for member states to foster seamless cultural exchange. Addressing sectoral divides, we integrate CAE projects like “Culture for Health” with artists’ wellbeing, advocating for holistic policies that link creative practice and mental health. Through campaigns like the European Choral Association’s Fair Pay Recommendations, we push for standardized labor standards while respecting national disparities and countering fears of a “race to the bottom” in working conditions. Democratic participation is central: we amplify nonpartisan voter engagement ahead of EU elections, collaborating on advocacy kits and simplified messaging to reach rural and urban audiences alike. Strategically, we prepare for post-2024 EU budget negotiations, lobbying to safeguard Creative Europe’s culture strand and explore synergies with Horizon Europe. By partnering with EU representatives and fostering safe spaces for dialogue, we strengthen Germany’s role as a mediator in Europe’s cultural diplomacy.
What We Do
The German Hub facilitates cross-border cultural collaboration and advocates for systemic improvements in the European cultural sector. We provide resources and guidance to simplify bureaucratic processes for international artists, promoting mobility through the development of support structures that member states can adopt. Addressing labor equity, we advocate for fair working conditions and transparent pay standards while navigating the complexities of differing national regulations. We bridge cultural and health sectors, fostering policies that integrate artistic practice with wellbeing initiatives. Ahead of key political events, we equip members with nonpartisan advocacy tools to encourage democratic participation and amplify cultural priorities in policymaking. Post-elections, we focus on securing sustainable EU funding for cultural programs, collaborating with institutional stakeholders to align national and European agendas. By creating platforms for dialogue, we strengthen transnational solidarity and ensure Germany’s cultural expertise informs EU-wide strategies on inclusion, innovation, and democratic resilience.
