EU Guidelines on Freedom of Expression

On 12 May 2014, the Council of the European Union adopted the EU Human Rights Guidelines on Freedom of Expression Online and Offline. The text expresses the understanding of freedom of opinion and expression as fundamental rights of every human being and as essential for the fulfilment and enjoyment of a wide range of other human rights and for the development and manifestation of individuals’ identities in society. With these Guidelines, the EU reaffirms its purpose to promote, in its external human rights policy, the freedoms of opinion and expression as rights to be exercised by everyone everywhere, based on the principles of equality, non-discrimination and universality.
